In 2009, the U.S. Department of Housing and Urban Development (HUD) “found that Nevada had the highest percentage of homeless people of any US state” (Shaulis et al. 2012:7). Homelessness is ubiquitous in the United States, but with its ranking, it is clear to see how salient of an issue this is for Nevada. Homelessness intersects with Mass incarceration and that is where this blueprint will focus. Mass incarceration refers to the United States prison system that disproportionately detains Black, Brown, and poor people: a modern form of slavery. Acknowledging the correlation between homelessness and incarceration, the program outlined in this blueprint will work to assist homeless citizens in getting their warrants quashed to prevent them from going to jail for the first time, or again.
